Today Ancestry posted their "U.S. Veterans Cemeteries, ca.1800-2004" database in the subscription-only US

http://gravelocator.cem.va.gov/j2ee/servlet/NGL_v1(*) Ancestry has surname soundex, VA has surname-given-middle names "starts with".
If someone can explain how or what Ancestry has value-added to allow them to charge for access, I would be interested to know the explanation.
